I think that when the laser from the rocket launcher hits something solid, the rocket turns around to go to the point of impact. That's why the rockets come back to you when you aim the launcher at the platform you're standing on.

Correct. The laser - while on - marks the target point the rocket tries to hit. Example at 19:23 - 19:25 Jazzy launches the rocket at 19:23, and quickly tags the platform with the laser, which is why the rocket does a U-turn.
