Electric starter not working on Vespa / LML / Stella scooter - fixed

Issue with electric starter on Vespa / LML / Stella - i was told by previous owner he never used it as it was quicker to kickstart it… after going over electrical circuits, the problem was in battery / fuse and seized bendix.
