No bcoz that happens when there is something on division like v=w/q this means that 1v = 1joule of workdone by 1 unit charge, which is not the case in v=ir as v is not equal to current by unit resistance and v= product of current & resistance. I hope it helps you to clear your doubt. Peace

Yes sis resistivity does not depend on length and area of Cross- section But we need the exact value of resistivity. So we know the formula of resistance => R= rho × length / area of cross-section . By rearranging the formula we get rho (resistivity) = R×Area of cross-section / Length We can easily find the exact value of resistivity.
