Electro etch serial number/ATF info on 80% 10/22 type receiver for California compliance in 2017.

You can electroetch your stuff with household items. I did use custom-cut vinyl for this project, but when originally tested, my stencil was nothing more than blue masking tape with letters cut out by hand.
For shallower etching you can use more complex patterns and artwork.

It's a handy process, and you can do more artistic things with the same methods. Lots of bladesmiths will etch knives, and you can even etch tools. Probably the biggest problem is masking off the work area and making it look neat. I'm still looking for better vinyl stencil options.

Before you complete the frame you can put any serial number you want on it yourself (if you want) because it's not a gun. It does not need to follow a specific number pattern at this point. A fully completed frame would. The question is is it then transferable through an FFL with any serial number you put on it prior to completion?

Not in California. There was a time window for that, but it passed. Need to have a serial assigned to you.

But if you made it before 2018 then you DON'T have to engrave or register it.....and they don't know that you didn't make it back in 2015....so you made it back it 2015...simple.

That's incorrect. Even if you made it before and had a personal serial number on it, you still have to apply a new CA supplied S/N to it. Several reputable 2A legal sources have come to same conclusion.

I'm a bit confused on the application process, it asks for a manufacture date but since it's an 80% lower it hasn't been manufactured yet? Or is it asking for the manufacture date of the 80% lower itself? Maybe that's a dumb question but just want to get it done right the first time

it's asking when you plan on building, or when the build will be completed. Must be in the future to proceed.

kace kace No clue. You can find out with a multimeter. If you can pass current through the receiver, then it should work. If not, you’ll have to remove the finish, etch, and then refinish!
