It's an old physics trick from 1970s, maybe earlier. (Ancient science-fair library books from Dewey Decimal 507, FTW!!) Just a simple VDG machine alone can do this! But you need to lift up the whole machine and tilt it at an angle (or even tilt it horizontal.) I found that the VandeGraaff machine seems to work much better (more stable) than the parallel plates version, since the levitating object is then in a radial field, and more easily can find equilibrium, with less wild gyration. Also, the microamps of corona leakage are gone, if there are no plate-edges or connecting wires. I first saw this as "orbiting metal" vandegraaff trick in an ancient book of DIY vdg generators, where we're supposed to fling the foil object tangentially near the VDG sphere, so it continuosly revolves around the plastic column near the sphere. While trying this with a Morris & Lee vdg (14in sphere,) I quickly found that the "orbiting" was less impressive than static hovering, achieved by simply tilting the whole machine, so the sphere was 12in over the table. My foil "object" was a 4" square of Al foil, gently crushed to form a sort of teardrop/football shape about 2in long and 1/2in thick, with all the sharp edges bent inwards. When placed on the table, I could use the vdg generator to lift it up, and SOMETIMES it would hover stably. Mostly it would leap up and be flung away. Then I realized that the table was getting charged by ion-flow from the machine, and producing crazy field-patterns in the air above the surface, as well as attracting the foil object downwards. Solution: throw a meter-square piece of Al sheet metal on the floor. Place my crushed foil in the middle, then turn on my vdg and waved it around about 15in above the plate. The foil object would reliably lift off, and hover about 6" below the sphere. Then, very carefully I could lift the vdg sphere away from the Al plate, and the Al foil object would keep hovering. (This would also work if the vdg was entirely upside down!) This whole trick almost ended up as a science museum exhibit, using a hand-crank vdg generator. When I see the Plasma Channel video, I think: TOO LITTLE MASS! TOO SHARP EDGES! If his foil was heavier, it oscillates much more slowly when compared to the damping from air friction. If it's wider, it will be much more damped by air turbulence. And if the razor-sharp edges are all bent inwards, the leakage-current will be far less (and the HV power supply won't be shorted out ...so even a 2uA vdg machine can achieve a high enough voltage to still lift the foil.) Best foil-shape seemed to be a bluff-body streamline thing, with a rounded end and a pointy end, crudely crushed from thin foil. When it lifts up, the rounded heavier end would automatically face upwards towards the VDG sphere. It would just hang in space about 6in below the sphere, making a slight hiss-squeal noise.

Hey electro, I have an idea, Try make a "voltaic battery" the world's first battery it is a zinc and copper battery!
