I get practice questions asking for the shortened electron configuration. So in the case of Sc would the configuration be [Ar] 4s^2 3d^1?

can someone explain why that 3 orbit shells contain 18 electrons, but the third period of the periodic table only have 8 elements, and Ar has a full octet but only contains 8 valence electrons??
