I recomend before tiding the 2 bolts in the arm to place a floor jack under the lower arm to apply some weight and load and then after tie the bolts that will help will future problems like small noises or premature cracks or breaks of the bushing. 😎👍

Should there be a little space between the brackets and the upper arm when I tighten the bolts so that the arm can move, or should it be tightened so that the brackets squeeze the arm shut?

Long breaker bar with a 17mm socket. Will fit. You'll need to tap it out then use a ring spanner to undo the rest.
