The dragon ruler are effects to special summon themselves. Otherwise you wouldn't be able to use Dragoons with Tital. The cost is what makes it an activated effect, anytime something pays a cost to do anything it's always an activated effect

It’s Punctuation. Darkness metal has no colon or semicolon. But it’s second eff to summon another dragon has a colon because it is an activated eff. Same with the dragon rulers

That Game 1 vs infernoid is the exact reason why hand traps are important and no matter what deck you use, you still need hand traps. And also the luck to Draw the hand traps. This game man..
