Maybe monster years are different from human years, like some monsters possibly mature at the pace of centuries, meaning Elmo could be 350 or 3500 in calendar years, but maturity wise on par with a human 3 and a half year old. Elmo maybe can't count that high yet, so he might say 3 and a half to make things easier. We know that Big Bird lore recounts how they found him as an egg at the general store, but he hatched and grew to what is like 6 years old in human years pretty fast. Some cranes in zoos have been historically recorded to live insanely long lives like 300 years, but they mature pretty quickly.
