That contraption with clips as far as I know, comes from Marelli Enterprises. And it wasn’t created to go over something that thick is why it’s hard to get on. Those are quilting clips to put two pieces of cotton and batting together.

Unless another company has come out with their version. Because I’ve had that for absolutely years and Marelli was the only ones that sold it when I bought mine.
