For future reference, that disk is for a dividing head. There are a variety of arms and pins not present but which could be made. A dividing head would be used when the lathe is not spinning, but simply holding work for another tool, like a milling head. You could, for instance, machine a shaft with 4, 5, 6 or any number of flats on it. Many uses, all with an additional cutting or grinding tool.
