+Maciej Waluś Having played Mission 16 myself, I can confirm that at 4 minutes into the mission (which was the earliest when my emergency doctors could safely reach the bodyguards) both of the bodyguards were already dead. And given that they made no sound in the meantime, I believe they were both dead at the start of the mission.

How DO you do this, though??? I tried using the "Send persons away" command, and I couldn't make it work AT ALL!

Actually, never mind -- I've figured out how to make it work, the trick is that the cops MUST be FACING the people they're trying to send away! And that's not easy to do -- but it can be done, e.g., by having the cops go somewhat PAST the point from where they'll be sending people away, and then backtracking to that point! (It works the same way with firefighters, too -- but in this mission I prefer using cops, because I can then use them to arrest the looters, whereas if I use firefighters for this then they'll be too far away to help put out the fires!)
