It's a old known bug, the fix is called the Corona Fix just google for it

Hello, the only version that is available anymore on steam is indeed the Deluxe Version. all the others have been discontinued and are no longer available on Steam

Yes that is the map that you get when you play the mod in EM4 Deluxe. Deluxe includes both maps, standard and EM4 as such it will run every mod created for either EM4/911 FR or EM4 Deluxe

I love the group mentality of the AI in the game. A demonstration? Let's join whatever cause I never liked those missions when I played EM4 because in sweden you can't really roll up and arrest people as that would be a violation of the right to demonstrate. The only thing you can do is ask them to leave/order them to stay at another spot, and then fine the organizer for not applying for permission. Only if it turns violent you can start arresting, but not if the violence start because you start to arrest people without cause.

In the LA mod those incidents (at least for me) end up with three Mass Casualty units and a shit ton of ambulances and SWAT.

Yeah there is that, but of course you have to work with the game mechanics at hand, and given the fact that they will attack officers as soon as they get close, even if they don't arrest the use of non lethal is fully justified. In fact as soon as they attack Officers to the point that they go down I could legally go full auto and start dropping people

The game's binary programming doesn't really allow for real life situations to work. Its either on or off for the AI. The only way you can achieve middle ground is if you made your own custom events, which takes a lot of time. Although if you wanted to deal with protesters peacefully, you can just use the "halt person" command on police officers and they will immediately forget about all violent tendencies they had and walk away for a few seconds, allowing you to arrest them.

TheNorthernAlex These incidents are all about crowd control. Make sure no more pedestrians can join the protest as early as possible and have fire engines ready. Use flashbangs to stun the mob, arrest the mob leader and use water cannons to hold off the crowd while taking the mob leader to a paddy wagon. As soon as the arrested mob leader is in a vehicle, the protesters will give up.
