Plus, as a former server, I didn't agree with this anyway, for multiple reasons which are too lengthy to get into here, but for one, I believe ppl will decide they don't have to tip because they'll see it more as a 'gift' and not traditionally how a server can actually make a living wage. Also, for lifers, IF (and now that's a big if) they don't have to be taxed on tips, it wouldn't go on a social security table, meaning when they retire, tips won't count as income and they won't get shit for SS (which we probably won't have anyway, but just in case, it's a valid point). People don't think things through.
