There is plenty a well connected criminal can do from prison. How many storylines on shows have had a criminal arrange a hit from behind bars? or still ran a criminal organisation. He's not in solitary confinement or anything, he can arrange visits, so long as the person he contacts has no obvious record. doesn't mean they're not a criminal, just means they haven't been caught
