Sir, you mentioned that the dielectric constant of FR4 is 4.5. But I see in most of the papers as 4.4. On the other hand, in CST, it's 4.3.

The dielectric constant of FR4 can even vary from batch to batch from the same vendor. If your designs are that sensitive to the dielectric constant, you will need to build in ways to tune your circuits. The trick is to design things that are robust enough to tolerate the fluctuations.
