Nah this one is made by Mr X, I've got it on vinyl. It's got this, a Golly Gosh refix and a Slowjams refix. I agree with @silverdrizzle that the VIP 3 got banged out on more sets - I was trying to find that one!

I do think I've heard VIP3 a lot, that Mystery VIP one as well. I just always remember this one distinctly from a few sets because of that reversed bit in the intro and I've never been able to ID it. If these are vinyl rips, do you have catalogue numbers for the 3 VIPs you have up?
