If you look into North Korea for example there’s a brother that’s completely excluded from the power struggle and still alive to this day (despite the elder brother being strangely taken out) because he’s considered literally no threat. The question begs, is it worse to be not a threat or not here? Depends who’s the winner and personal aspirations.

You know, thinking back on it now, in the first place if all she wanted was to get Han Shuo out of the plot, she should have just run away with him back to his city. Its not like SHE needed to stay. So she made them both suffer for no reason only to still run away to his city.
