Probably should have clarified it somewhere, but Kanda does remember, the phrase he used "kioku ga gozaimen/I have no memories of that" is a meme, it's a phrase you say when you won't admit something you did, it was said by Kakuei Tanaka, a former Japanese prime minister that was arrested for corruption and famously went "I have no memories of that" when confronted for his crimes that had hard evidence. That's why Mirei laughed when he said that, Kanda basically went "I remember but I will not admit it"
