The people whose names are in blue with a wrench/spanner 🔧 beside their names in the livechat are chat moderators. Not sure about the extent of their powers, but I think it's mainly to ban people like spammers or trolls, or removing offensive messages etc. Since usually the streamer would be busy and may not be able to read the chat all the time too
