He might even view it as a fair trade to his freedom to make him work for him. Why risk a lawful cop and not send the expendable thief first to test the waters and gather information for them? Then it's also the police's reputation at stake to bring results. When big shots are dying, there's pressure from the higher ups to find the killer. I feel the captain is as morally grey as all the other characters in the show with the only difference being that the law on his side..😌
