Gaia, Agul, Cosmos and Tiga don't make an appearance because during this movie, they literally exist inside another universe. But Dyna, at the end of his series, went through a wormhole that basically let him go through to this one. You see him later. Cosmos and Dyna, along with Zero, fight together again in Ultraman Saga.

Well I'm 11 months late but i feel as though a ultraman is still really strong in comparison to a average monster. And nobody may have tried to free him since a long time so security is low. Also you have to remember that ultraman can use the light signal to send messages universes away to each other so if anyone did try to break out the Corp would respond

Its because of giga battlenizer, that weapon is extremely powerful. Without that weapon belial would have a hard time beating taro and posibbly lose since taro is very good at hand to hand combat.

Don't forget about the fact that some Ultras exist in another Universe. Dyna's Appearance is a big surprise as he is not part of the M78 Universe. He and Tiga aren't actually related to the others, same goes with Nexus, Cosmos, Gaia and Agul.
