The UV resin that I use always leaves a sticky feeling. To make it less sticky, let it stand for 10-20 minutes after curing with a lamp, and the stickiness will disappear a little. If you want completely smooth surface, you can reapply UV coating agent, but brush marks might remain. (That is why I prefer to use 2part epoxy resin than UV resin)
