My $FANG also taught cutting fluff and focusing on impact, but recruiters had less sway. If they're in the process it's prudent to write two resumes: one technical, for engineers, and one for HR. E.g. skip LinkedIn on the technical version and include links to code. It's stronger than easily-fluffed numbers on the resume.

For freshers, what to do if they do not have quantifiable data? For example: Someone with no internships applies for fresher jobs then how to add quantitative data for the projects he/she has built?

If no internships or real world experience use quantifiable data from University projects, assignments, grades, or GPAs. These help but also get into an internship / apprenticeship and list all work experience up until this point even if they don't align with your ultimate career goals. Something is better than nothing.
