I hope Verstspaen will pay for his deeds. He destroyed Kvyats career, spoiled Ferrari's race (yes he was defending his position, but sometimes he was doing that in a dirty way). And got only one penalty in this race. Moreover, I am 100% sure that he holded Vettel for Riciardo, others do that too, but he forced Vettel to make mistake which brought him to a ten seconds penalty. And I'm not talking about his being an cruel guy, he had to give him a position, but he didn't.
