It's completely okay to feel hesitant or shy. Building speaking confidence takes time. Start with small conversations, maybe with friends or in front of a mirror. Maybe, it could be a different barrier than what the others wrote before. I also have the same problem as you, but in my case it comes from my personality, my main language is Hungarian but I don't like to talk on it too.

Amazing! l’m Brazilian but I’m came to Australia 🇦🇺 visit my oldest son and know my granddaughter. But unfortunately my English not is good, have difficulty to speak and understand the Aussie acent. All the time I need that my son translated to me. It’s terrible! These classes are very important and help a lot. During long time I’d tried to study English. I'm also a quiet , shy and hesitant person. it seems that i have blank mind where is never good information and ideas about any thing. i started to listen English improving videos 2hours per day but still i didn't start to speak because my mind is totally empty and there is no any option learn about. how will I deal with this problem.

You need to understand what is language culture. You go to watch those TV live or interviews, all of those native English people are " oh my god... oh my gosh ..." one hundred times. I feel very uncomfortable about that as well but It's their language character 🥹
