Super question! If we talk about a little puppy that's feeling hot, it would be a hot (adjective) dog (noun). More stress falls on the final content word -- the noun. However, "hot dog" is understood as a compound word. Greater stress is placed on the first word (hot). You'll hear this pattern in the dictionary. www.britannica.com/dictionary/hot-dog
