This is Musical Hetalia, and the one on video was in their “Final Live” back in 2018. His name is Ueda Keisuke btw.

返信失礼します。 動画元は2018年に行われた、ミュージカルヘタリアのファイナルライブのものです。(全員が卒業と言えると思います) この場面では一人ひとりが想いを話していて植田さんの部分だけ切り取った感じだと思います。 この時はこのライブでミュージカルヘタリアは最後となっていたのですが、最近新シリーズが始まりました。植田さんもいらっしゃいますよ😊
