Fun Fact: These Magikarp actually play an important role in Ursaring's seasonal hunting patterns. The reason you never see any Ursaring near waterfalls or mountain rivers later in the year is not only because Magikarp are no longer migrating upstream, but Gyarados are actually migrating _downstream_ to make it back to the ocean. The energy expenditure of fighting a Gyarados just isn't worth the possibility of finding other fish in the same area.

That isn't entirely the case. Most Pokemon did evolve to have a fighting instinct where they are not only good at fighting and enjoy fighting but often seek out fights. Sparring between Pokemon often results in stronger individuals increasing their odds of survival as a species. My headcanon is that Pokemon allowed themselves to be caught and trained by humans because just like domestic cats they benefit a lot from a controlled environment to train and breed safely without the real stakes of the wilderness areas.

If they can catch one without chasing them then they will do it. Still, catching them without moving much takes serious skills. Salmons are heckin fast and slippery. Something like this would work perfectly for Basculin, specifically the White-Striped one. Its said that returning home to breed is so dangerous that the Basculin that do make it can evolve into Basculegion, consisting of the souls of its fallen brethren, which is an odd way to evolve but is a great evolutionary adaptation to ensure its survival. White-Striped Basculin are known to be docile and timid, unlike their Red- and Blue-Striped variants, so not only increasing in size and strength but also ferocity means its more likely to survive in general to mate and thrive afterwards. I also like to think that the offspring of Basculegion are reincarnated from those that failed to make it upstream, maybe making subsequent Basculin stronger and more likely to survive as well.

An interesting side note, the fully evolved Gyrados do not take the same path down the mountain as up. After breeding a Laying their eggs in the glacial meltwater, they simply jump off the cliff face, using their newly gained abilities granted by their Flying type, and aerodyne bodies to control the descent, and plunge into the ocean bellow. It seems this is where the myth that Magikarp are able to leap over tall mountains.
