Assuming Import is 400 and export is 500 as per the new GO passed in March 2019. The net will not be used to pay the difference. Earlier only net units was charged. In the present I think it's 2.33 * no. Of units exported. This will be adjusted in the bill. I did not understand what you said about using net units freely after 6.00 pm. Pls clarify.

Assume he imported 400 and exported 500 units , government will prove you 500* 2 .30 =1150 ₹ as per new regulations... Which will deducted in forecoming bi -monthly bill which he imported 400 units ... I think I answered your question

The inverter will give only 290va. To over come this you should install higher va inverters like IQ7A or IQ8

Always on-Grid is best by giving exporting current to TNEB , so that you will imports correct from them during night time for free of cost.
