I wish the tour had given us more time to shop and look around. We told all those people we'd come back for churros and candy, but in the end we had to just rush back to the bus.

Yes you can roam. But are group you didn't want to be late for your bus. They did leave a group behind being 10 minutes late. This was not through Carnival.

When I get off ship, I follow trail $4.00 bus to Downtown, then I take another bus for $25 to La Bufadora? This is cheaper than Carnival excursion $55.

it's cheaper and you support the local people and not the huge Carnival Corporation whose already making gazillions from each cruise alone. it's why valuable reviews such as this tht FR did walks us through the angst of where to find the local tour activities.
