I found onething. If Landsat 8 Data is Level 3 , Envi can't open it. To Open the Landsat 8 Data, You should use the Landsat 8 Level 1 data. I mean You should use raw satalite image.

@@muhammetmustafaeroglu8602 I used the Landsat 8 Level 1 data belonging to 2018 or 2020 year in ENVI 5.3. But, ENVI did not open MTL.txt file as metadata. Did you find a solution to this situation?

No solution at all. ENVI opens images that i downloded in 2019 ( 1975-2019 with 10 years interval). But when i download same image of 1975 or anyother image, ENVI cannot open new images.
