To wear your hair in any style is your right. institutions have regulations and laws which govern them and sometimes we only come to learn about them when we join/ visit them and sometimes without a choice but to follow them. Regarding cutting of hair on prisoners is NEVER been a human right. The massage is simple if you can serve the punishment doesn’t commit the crime.
