You can use electronic ballast to eliminate this effect. When it comes to recording, I recommend a SLR camera that does not record the flickering effect like a phone. You can also set the camera's fps according to the frequency of the current. For example, for 50 Hz it will be 25 fps, for 60 Hz - 30 fps. Then flicker does not occur, but horizontal stripes appear.

@@vartex4488 With magnetic ballast this is not possible. The use of a capacitor connected in series can cause two fluorescent lamps to flicker alternately, but this effect will never be eliminated with a conventional ballast. In this case, only the electronic ballast remains.

This is not the fault of the table, because I removed it from the fixture precisely because of this noise. This is an old Polish ballast. It's very durable, as it's been running for 50 years, but it's noisy and has a loss of about 10 watts.

@@Meskel_lightno its normal for polamp inductors. I have one with 20 and one woth 40w and both are also very noisy
