Well, simply put Kishimoto simply didn't care and didn't know what to do about female characters, so much potential can be found in the female characters, but he intended to cast them aside, like Tsunade for example, it was said that Tsunade was supposed to be in an epic battle against Pain when Pain assaulted Konoha, but NO, they wanted to make Naruto looked stronger so they downgraded a Hokage, A HOKAGE, for God's sake -_-

Stephen Eastern YUP. I heard about this too. I wonder what justu will Tsunade showcase if this happened. It’s really unfair to be honest, this was Tsunade’s part of the battle. They should’ve let Naruto helped Tsunade by defeating/convincing the real Nagato etc. And besides, Tsunade was Jiraiya’s teammate for so long, and also a good friend, just as Sakura is to Naruto. It’s also right for Tsunade to avenge her friend’s death. I’m not saying that Naruto loved Jiraiya any less, but cmon. But Tsunade’s stint in the invasion is okay though. Now we know she is capable of saving hundreds if not thousands of lives by using her seal and connecting it to Katsuyu.

And she became one of the strongest female in the series WITH HER OWN HAND WORK AND DETERMINATION. 8. Did y’all remember Hashirama’s facial expression when seeing sakura’s strength? 9. With the kind of Chakra control, taijutsu skills, resistance to genjutsu and intelligence, Sakura had too much potential that's probably the reason why the writers couldn't risk developing her more. "The writers." One, there's one writer. Two, her genjutsu is essentially null against most dojutsu's, in Naruto alone Kurenai vs Itachi serves to prove that. Three, though her chakra control is among the best her taijutsu isn't. I don't remember what she was listed at in the databooks (themselves not necessarily canon) but I can't imagine it being higher than characters like Sasuke, Neji, or Hinata (the former established to be the best of team 7 at it, the latter examples specializing in taijutsu, in accordance with the abilities bestowed upon them.) Sakura could perhaps rival Tsunade, but that's still questionable considering Tsunade's massive life force and chakra (being both Senju and Uzumaki.) Ultimately, she would've perhaps being slightly below Kage level, which is p much fodder by the end of the series, even middle.

When I first saw Sakura’s Shippuden outfit, I got excited of the possibilities for her - new outlook, powers, and more. After Sasori, we never got to see more. Wished she exhibited more genjutsu moves on the show and incorporated more badass poison moves in battle. But alas, she was never meant for more. However, when I saw how other worldly and powerful genjutsu by Sharingan users are (like how Itachi easily countered Kurenai’s, a known genjutsu expert)... It was the start of the steady decline towards extinction of standard genjutsu’s proficient use in battle.
