As per Biology, after the age of 9 to 11, girls start periods and after the age of 12, boys start ejaculation. Girls and Boys may have full sexual desire after that age which may lead them to sins. Marriage safeguards them. Earlier majority marriages used to happen near that age for Girls and Boys. Parents should haste in marriage means if Girls and Boys have maturity after that age then parents should try to find a partner for them.
