Thank you. It's actually not a mod. That means you don't need forge or farbic for it. You can just use the vanilla game. Forge even breaks this datapack

Are you playing on relams / using forge? Those platforms are known for breaking datapacks

how do i make crystal plates for solar panels?

You need to get Crystal Ingots. They are obtained by turning crystals into powder in a sagmill and then smelting the powder in an induction smelter
