I bet you don't have a fishing licence for the Canary islands. They are required for fishing from the shore or from boats and they are a bugger to buy. It is a 2 stage process in the local admin building (town hall, I guess) and a bank or finance desk in the town hall - I believe it varies. A licence lasts for 3 years and it is not optional.
