France declared war on Germany exactly 2 days after Germany invaded Poland in September 1939. However, France was not prepared for a full scale war of mobilization wherein German panzers and Luftwafffe swept across large enemy territory in a matter of days.
On the political front, France was in turmoil after the first world war. Militarily, France didn't focus on rearmament as strongly as Germany and Italy did after the first world war. In contrast, France sought peace and endorsed Germany's entry in the League of Nations.After the first world war, France had shifted its military mindset to become completely defensive: they could now only fight a defensive war against Germany.
For this, France built a long line of fortifications along its German border - it became known as the Maginot Line. It was a formidable structure for its time, but it didn't prove to be effective to prevent a full scale German invasion of France.
