Generally in blended programs you don't need to be physically present in Canada to complete the course. Means majority is online. Online studies are not eligible for PGWP. That's the reason. But due to pandemic many students like me were forced to start online studies for normal programs .Students like me are eligible for PGWP even if we studied major portion of studies outside Canada.
