I was a child during the civic war and used to live in Long Cheng in the early 70s. Both sides weren't better than another because they arrested, tortured and killed civilians indiscriminately. It was a very sad era for Laotians then. Though, one thing I want to share is that during the first five years, 1975 to 1980, the Lao Communist regime ruled with an iron fist. No one could listen to even Thai music not to mention about the old regime or Americans in all factions. The regime ordered every, I mean all, remnant supplies of the West destroy. If you discovered such thing and fail to report, you would end up pay a great deal of price in jail or murder depending on the circumstances. Now adays, it proofs that the Iron Fist rules slowly fades away. You can observe that many of children of those elites have gone abroad in Western countries either to study or marry persons, the so called enemy. You can see Laotians started to speak Thai, French, Japanese and English more and more each day. You even see business signs in English. I personally sew many traffic signs in English throughout Laos. Last but not least, most viable merchants rather have the American dollars over Lao kips. For those so called the enemy who fled to freedom countries slow die off but their off springs have caught up with a much better life style as opposed to Lao PDR standard. Wish regular joes and Janes in Laos won't have to suffer yet another war again. Thanks for reading.
