Theirs way too much junkyard of cars and metal throughout the USA rusting. We need to look into it and dismantle every piece of metal in junkyards. The rusting is going airborne, into the air we breathe dismantle the junk.

Well, yeah, sure, that's how it works. Congress writes the statutes and authorizes EPA to issue regulations under the statutes and it's been this way since EPA was created 50 years ago. There can be many regulations under a statute and the regs can be enforceable but regs are not statutes.

Besides, enforcement is the responsibility of the executive branch, and specifically of the local law enforcement, with judgement and, potentially, sentencing to follow by an impartial judiciary. Any hybrid organization that combines any or all of these branches' duties is unconstitutional and dangerous to our rights and to our republic.
