How does the EFF and ER calculation. At first I though that if I have the higher stat in EFF than my opponent's ER then the debuff is going to land. But the skill still has the percentage like 60% chance to stun. Anyone can explain the step by step how this works? it seems bot of these stats can go higher than 100% too not like crit chance.

a character built tanky, low speed and potentially on counter set. A "degen" politis, in contrast to dps politis, is meant to survive for a long time while having high effectiveness and effres to be really annoying. preferably on abyssal crown to land more stuns

@ec517 ahh i see, thanks a lot. As new player, spd is so hard for me. The fastest speed I can get is Ran with 272 only. I have fire politis and didnt build her because the recommended build seems leaning to dps build. I have abyssal crown art too. Guess I will learn to build a unit a certain way.
