DRA is a known area of debris, but it is a very unlikely area so to prevent closing airspace in the whole flight path, this is an optional air closure area. So while they did not expect debris in this area, there are plans for it and it is part of the FAA planing. This is confusing as the rules (part 450?) are new and only starship and BO are running flights under these new rules (not sure on the full scope). So it was within a zone, just not one that was a closed airspace as it was an unlikely zone.
