EPSON L3110 ALL LIGHTS ARE BLINKING BOARD PROBLEM SOLVED / NOT A MECHANICAL ERROR

This is the first time I encountered an error like this? I tried to fixed everything but still same problem as is. So I check the logic board again and see the real problem and I found it.
