He can't just use the founding titan's power easily. He doesn't have royal blood so he couldn't use it. The only reason why he could use it when trying to kill the smiling titan is because she is a royal blood and the founding titan's power activated because of her when eren touched her. There are gonna be some spoilers from the manga btw, Eren could use it because the original founding titan gave it to him. That's the only ways he could possibly use the founding titan's power.
