3:39 You right, the word is "motif". But they didn't just repeat the motif. They changed it to fit a new tone, a new emotional context. There are several motifs here that come from Right Hand Man, including "outgunned-outmanned" but also the Heartbeat and James-Bond kind of patterns, and all of them are changed to add an extra dose of desperation and sadness.

When you have time, check out "Valley Forge" on the Hamilton Mixtape. It's made up of parts of this song, but with more of Hamilton talking about the hardships of Valley Forge and slamming Congress for their inability to get shit done and get them the supplies they need. (Actually, the song feels rather relevant at the moment...and I tend to sing the lyrics when I'm feeling particularly frustrated with our current politicians.)
