I have a 1990 date over date quarter. You can clearly see a 2 in between the 9&0. Any idea what It could be worth? Will greatly appreciate any info you can give me.

That proof Quarter, with the funny 's', is a double mint mark. That why it looks funny. You should look closer with a magnifying glass.

Look at Washington's profile in the P at the start, from the chin to the forehead. Prominent doubling at the chin and lips

Not doubled dies. There are also no known DDO’s for the 1990. There is a difference between machine doubling and real doubling.
