In PVE the scavs and PMCs can be literally anywhere now. And they extract (saw it happen), aaand if you give them enough raid time their bags are full. Quite ok loot too, they seem to be running quests too cause I killed a duo (Woods) that both had ushankas and shotties. Wrong map I know but looks like they were running setup.
