Regarding the Mexico fellow, we stayed on a tourist visa while "living" with daughter in Dallas. How would your financial institution find out that you live out of the country?

You can stay in Mexico for up to 180 days on a tourist visa, so he could use that if he also had a primary residence in the United States where he stayed for 185 days. But if he wants to spend more than 180 days in Mexico, he will need something more than just a tourist visa. (It’s possible to make visa runs to the border, but there’s no guarantee that the visa will be renewed.)
